“PART II: Bombshell Charges of Liberal Racism at USDA”

Part II in a three-part series penned by a 29-year executive level veteran of the USDA that exposes the flawed underbelly of an Agency that is corrupted to the core by reverse racism and political correctness of the worst kind. ..

The USDA often conducts mock training skits that require white male employees to mistreat minority women in order to create guilt, fear and division….

My first article described the injustice, reverse racism, political persecution and unfairness existing in the USDA under the Obama Administration.  I now find myself in the “People’s Department” surrounded by liberals in leadership positions they acquired by the unfair advantage of being in the liberal mafia.  While it has always been accepted in the USDA to have any Administration represented in leadership ranks, what makes this Administration different is that for six years we have been under a system that promotes and grooms mostly minorities and especially Black men.  I’ve been in the Federal government since 1985 but I have never seen such blatant disregard and disrespect for those who are not aligned with the Democratic Party and progressive liberals as this Administration.

These “selected” people (liberal minorities) not only promote the Administration’s agenda, they also promote several far-reaching environmental policies that are not what is portrayed by the White House.  Why are farmers being singled out when they own property in special environmentally sensitive areas without regard for local economies?  There are some general policies I find particularly disturbing as a senior USDA employee.  I may be singled out for dismissal for speaking out but these injustices must be exposed.

First: The Mission Statement of the Natural Resources Conservation Service (NRCS) is “Helping People Help the Land”.  But we are forced by the liberal Obama Administration to only “Help the Land” but not the people.  We have targeted programs that address threatened and endangered species but that are implemented in special initiative areas.  These targeted programs siphon funding from farmers who are outside the targeted areas even though they pay taxes like everyone else.  Money for “non-emphasis” regions is limited while the target regions receive funds for what is portrayed as a “limited time”.  However, targeted funding is extended again and again.

If you live in an area with sage grouse, for example, you will find plenty of program money to implement practices that help that “threatened” species.  Other tax-paying farmers outside such areas, however, will have a long wait for technical and financial assistance to protect their lands that are arbitrarily portrayed as non- critical.  Very restrictive practices are required and a lot of farmers lose productivity and even access to their farm land.  These are a combination of USDA, EPA, and US Fish and Wildlife regulations.  When confronted about these onerous rules officials will say the initiatives where proposed by local folks.  However, my staff and I wrote many of the proposals and we know they were actually promoted from Washington.  Watch out for spin doctors who say this methodology came from grassroots organizations.  That’s how your tax dollars are spent and many farmers are being neglected because they are not in targeted areas.  The word “unfair” doesn’t begin to tell the whole story.

Second: My agency is supposed to value its employees and retain our workforce based on merit.  But instead we are forced to use race as a key factor in hiring and promotions.  Most high level positions in NRCS are now held by liberals and they only promote other liberals.  My 29 year tenure and experience gives me first-hand knowledge of these practices.

The Administration “pre-selects” mainly minority liberals for high paying positions regardless of merit.  Then they groom them so they have the basic elements needed to make the “short list”.  Those “select” minorities are then promoted ahead of more experienced non-liberal Whites or minorities.  This is justified by saying the “short list” persons were equally qualified.

While some of this may be allowable, the “pre-selection” process is ethically wrong.  Promotions to the highest paying jobs (GS-15 and above) go to a select group of liberal Whites and Blacks who belong to the “Liberal Black Clique” that controls NRCS.  This group was formerly led by Pearlie Reed, a Black leader of NRCS who became the Chief of NRCS under Clinton.  In the Obama era, Reed became Assistant Secretary of Agriculture.  His friends tell me that Reed approves Blacks for promotion covertly and his favorite question is “Will he embarrass us?”  This clearly separates Blacks from the rest of the work force.  Mr. Reed also used to say that to get a promotion “It’s not who you know but what matters is who knows you”. Mr. Reed was “encouraged” to resign in June 2012 for mismanaging a USDA grant program.

Third: We are supposed to protect women from sexual harassment.  However, some of these liberal leaders are being accused by women of sexual harassment but are not being investigated.  Women who complain are squelched by their peers and the accused leaders are not investigated.  That is unless the accused are Conservatives or if they denounced the liberal mafia that supposedly advocates for women’s rights.  There are at least four liberal staff leaders who are being accused by women and yet nothing has been done.

Example: A female minority experienced a direct sexual assault by a Black agency leader.  She is afraid to speak out because she will lose her job and her husband will be very upset.  When I spoke out I was told to be silent. Despite the allegations this man was still promoted.  I personally informed the Office of Inspector General at USDA; Office of Special Counsel.  I also informed the agency leadership and yet nothing is being done.  If these men were WASP (White Anglo Saxon Protestant) they would be fired on the spot by the Democratic leadership.

Example: A female employee came crying to me saying a staff leader had touched her inappropriately, asked her for sex and, when she refused, asked her to find her someone who would give him sex.  When I reported this second example to my Washington leadership I found myself under siege: misconduct investigations; a set-up to destroy my reputation; and I was placed on administrative leave.  These unjust actions were directed at me while folks who are actually accused of sexual misconduct are not investigated because they belong in the “Liberal Black Clique”.  I’m actually in danger of losing my job for standing up to them.

Finally: The racial and political pecking order has been implemented in such a manner that most promotions to Senior Executive Service are being given to liberal Black males.  Any minority who is not aligned with this liberal mafia is blatantly jettisoned from the agency.  There are all liberal minorities in this mafia and they have rewarded themselves with high paying jobs and plenty of power.  That power is unchallenged while the White majority is either intimidated or silenced by guilt for “injustice and discrimination crimes of their fathers”.  Liberals are maiming and destroying those who do not share their political and social agenda.

When the USDA conducts training it often holds mock debates between a minority female and some “bad WASP” males.  The woman sits at a table with four white males who “demonstrate” how the female minority is “mistreated”.  The actors are forced to show that white men do not understand how to address a minority female.  Of course the class then cheers when the female overpowers the white males as outlined in the script.  This highly inappropriate method targets white males for the sole purpose of making them feel inadequate and guilty.

Americans would be amazed at the high level of fear and distrust under which most moderates and conservatives work in the USDA.

Well, I am not afraid anymore.  So help me God.
